Glenda L. Partee, PhD

Glenda Partee is associate director for teacher quality at the Center for American Progress (CAP), where she focuses on improvements in human capital systems in the nation’s public schools.

Prior to joining CAP, Dr. Partee was an independent education consultant who advised and wrote for local and state school systems, education associations, foundations, and nonprofit organizations on diverse issues, including Pre-K–20 council development, implementation of professional development, effective federal programs, and innovations in education.

From 2005 to 2009, Dr. Partee served in a number of capacities at the DC Office of the State Superintendent of Education, including director of policy, research and analysis, and assistant superintendent for postsecondary education and workforce readiness.

Previously, she was codirector of the American Youth Policy Forum and held positions at the Council of Chief State School Officers and the National Association for Equal Opportunity in Higher Education. She was a member of the New York City Urban Teacher Corps and taught in schools in New York City and St. Croix, USVI.

Dr. Partee has a doctor of philosophy degree in instructional systems from Pennsylvania State University, a master’s degree from the City College of New York, and a bachelor’s degree from Mount Holyoke College.
